Democratic Memory Law in Cuba: user deletion and credential purging begins

The Spanish Consulate in Havana officially announced that, starting October 1, 2024, the appointment booking system for Law 20/2022 on Democratic Memory (LMD) will be overhauled. 

 

In order to optimize service and streamline processes, all users who received their credentials (username and password) before January 1, 2024, will be deleted. 

According to the information provided, those who obtained their credentials before this date and have not yet booked an appointment will only be able to use them during the month of September 2024.

It's important to note that the reservation must be made before October 1st, although the appointment may be made at a later date. Furthermore, consular authorities have requested that individuals bring their reservation receipt to their appointment to ensure proper processing of their paperwork.

This announcement has generated diverse reactions among descendants of Spaniards in Cuba, many of whom have expressed their frustration on social media. One of the main problems they face is the delay in issuing credentials, which has affected their ability to complete their procedures on time.

For example, @EEL1991 sarcastically commented: "LMD credentials are 9 months late. They'll be born soon!" This situation reflects the concerncupwidespread concern about delays in the system, which affect obtaining appointments and submitting the required documentation.

Another user, @MayD2024, highlighted the lack of acceptance of receipts from other consular offices, which further complicates the process for the older children of Spaniards who are unable to complete their paperwork in time due to the delay in receiving key documents, such as their parents' birth certificates.

Impact of the Democratic Memory Law

Law 20/2022 on Democratic Memory, which seeks to provide reparation and recognition to the descendants of Spanish exiles, has been welcomed by the Spanish-Cuban community. However, difficulties in managing appointments and issuing credentials have led to criticism of the consulate for its slowness.

According to La Voz de Galicia, this law could generate up to 1,5 million new Spaniards, but efficient application processing remains a challenge.

  1. Good evening. They should approve the family file for Cubans. In my case, my mother is incapacitated, and it's very difficult to get her to the Consulate in Havana. If this were approved, only one person would have to appear. Furthermore, this initial process should be possible in Santiago and Camgüey. They could set up an office in Holguín, which is one of the provinces with the largest population.

  3. Good morning, yes, the delay is enormous. I started my procedures in November 2022 and I still don't have my father's registration or folio. In addition, there is a requirement that we learned about on September 11 when my sister attended her appointment, of which we have not received any notification. I hope the family file is approved, thus streamlining the cumbersome process per person and it would be much faster.
