The functions of the Embassy of Panama in Cuba are those stipulated in the Vienna Convention on Diplomatic Relations, to which Panama is a party. The aforementioned functions of the Embassy of Panama in Cuba consist of: representing the State of Panama before the State of Cuba; protecting the interests of the State of Panama and its citizens in the State of Cuba; negotiating with the government of the State of Cuba; fostering friendly relations and developing economic, cultural, and scientific relations between the State of Panama and the State of Cuba.
Regarding processing procedures, the Embassy of Panama in Cuba is responsible for providing consular and immigration services.
The Consular Section of the Embassy of Panama in Cuba is responsible for processing visa applications for entry to Panama.
The Consular Section of the Embassy of Panama in Cuba issues the Tourist Card to Cubans. (THIS TYPE OF DOCUMENT IS NOT CURRENTLY ISSUED). Cuban citizens who are granted a Tourist Card are only eligible for this permit, for one entry into Panama and a stay of up to 30 days from the date of entry. All citizens with a self-employed worker's card, as well as licensed artisans and artists, and Cubans who have previously traveled to Panama or any other third country, may apply for a Tourist Card. If one of these three requirements is met, a Tourist Card application may be submitted to the Panamanian Embassy in Havana.

The Consular Section of the Embassy of Panama in Cuba is also responsible for processing stamped visas. Stamped Visas The visas issued in a regular passport are valid for five (5) years and allow multiple entries into Panamanian territory. The application for this type of visa has additional requirements to those required for the issuance of a Tourist Card. These include presenting proof of financial solvency, stating that the applicant has more than 500 USD to cover his or her stay in Panama.

The Consular Section of the Embassy of Panama in Cuba processes the renewal of previously issued stamped visas. Cuban citizens who received a stamped visa in their passport for travel to Panama have the opportunity to renew this visa when it is about to expire, if they remain interested in continuing to travel to Panama. The Consular Section of the Embassy of Panama in Cuba processes these stamped visa renewal applications for Cuban citizens.
