The measure, included in the Regulations for the development of the Law on Spanish Citizenship Abroad, seeks to facilitate the return and social and labor integration of those who are in a situation of economic vulnerability.
The announcement was made by Elena Bernardo, Director General of Spanish Citizenship Abroad and Return Policies, and by Isabel María González Jiménez, Head of Area of the Return Division, during their participation in the IV World Congress of Asturian Culture.
Both highlighted that this aid will be part of the future State Return Plan, an instrument that the Government is developing to encourage the return of thousands of Spaniards who live abroad.
The aid will be 4.000 euros in its basic form, and can reach 7.600 euros when the returnee travels with their family.
This is a direct grant and is compatible with any regional aid that each person may receive.
According to the Ministry of Inclusion, Social Security and Migration, the measure will cover the period in which returnees do not yet have access to the Minimum Living Income (IMV), as they lack the requirement of legal residence of one year in Spain.
The Regulations of the Law on Spanish Citizenship Abroad are currently in the public consultation phase until November 21, with the aim of receiving contributions and suggestions.
Elena Bernardo explained that the future State Return Plan will focus on three main pillars: comprehensive support, employability, and social protection. Furthermore, it aims to strengthen the Spanish Return Office, bringing its services closer to government delegations to offer a more accessible and efficient service.
The text also promotes coordination between the central government and the autonomous communities to unify criteria and establish agreements that guarantee an effective response to the different realities of returnees.
The profile of those who decide to return is diverse: from people in vulnerable situations to qualified professionals who wish to contribute their talent and experience to Spain.
In all cases, the Executive emphasizes the importance of emotional and economic support as fundamental pillars to facilitate a sustainable and dignified return.
